Questioning the army: Surgical strikes unleash virulent controversy

October 10, 2016, 7:00 AM IST By  in City City Bang Bang | India | TOI
For an action that is apparently supported by everyone across the political spectrum, the Indian surgical strikes have unleashed an inordinate amount of controversy that is playing out in a particularly virulent manner. The act of asking for proof, albeit in the guise of helping silence the claims of the Pakistani government, has caused an uproar that is noisy even by Indian standards. At a more fundamental level, it is being argued that any attempt to ‘question the Army’ is unpatriotic.
As far as the specific issue of asking for proof that the surgical strikes did take place goes, the demand, however, it is couched, is a troubling one. The manner in which it is being asked for is transparently opportunistic and does people like Mr. Kejriwal no credit. More importantly, any doubt expressed about whether the Indian action happened at all in effect calls the DGMO a barefaced liar, and to do so at a time like this based on claims made by a hostile neighbor is utterly misguided. As it is, what evidence that has been put in the public domain by news reports, suggests that the action did take place, which renders the question meaningless.
In any case, such an attempt, apart from being in danger of being deemed unpatriotic, is also counter-productive for it produces exactly the opposite of the intended effect. It galvanizes the very vocal and emotionally charged support base of the government, which on this issue is even larger and more vocal than otherwise. It does not help matters when Rahul Gandhi adds his bit, for his intervention is guaranteed to make things worse thanks to his unique ability to strike a note that is precisely wrong. The opposition would have been much better served by supporting the government’s action and refrained from trying to corner the government, using Pakistan’s position as cover.
The larger question of whether the Army should be questioned at all, however, is another matter altogether. Like any public institution, the army is an instrument of the state, and by extension, of the people. Like any other institution, it is subject to being examined critically. Given the sensitivity of some of its actions, not everything about the military can be in the public domain, but it certainly does not enjoy immunity from all scrutiny.
After all, across the world, armies of nations have done some indefensible things- from acting against its own citizens to overthrowing democratically elected governments. Inherently, the power of any kind needs checks and balances and the army is no exception. Pakistan is a prime example of a nation that has been bedeviled by the unchecked power exercised by its army.
It is important here to separate the ideas of patriotism and the right to ask questions of the army. It is instructive to look to another arena where patriotism and vocal displays of patriotism play such a key role- cricket. And while the real war is a far cry from cricket, some similarities do apply. There is no question that in a cricket match, support for the Indian cricket team is absolute. Whether one agrees with the selection or not, and regardless of whether one thinks that the batsman chasing a stiff target is selfish or incompetent or both, when it comes to the crunch the nation rallies behind the team. The ability to criticize one’s team, however bitterly, does not come in the way of supporting it wholeheartedly on the field. In principle, we can ask the question of the army and simultaneously support it fully, without reservations.
Part of the fulsome regard that is being expressed for the military is self-serving, both in terms of politics and commerce. The line between the ;army cannot be questioned’ and ‘my actions/beliefs cannot be questioned’ is a thin one. Media, in particular, is guilty of playing to the gallery in the most craven way. The centrality of the army that is apparently on display is not backed by behavior- over the years little has been done to get it a better deal, either in terms of compensation or in terms of equipment. Blind reverence and studied indifference are often two sides of the same coin, and our treatment of the army is a good example of that.
In principle, it is important to resist making the military such an integral part of our overt political discourse. To link national pride so inextricably with the actions of the army, to make its intentions and strategies so central to our everyday consciousness is to divert our energies from more productive and pressing questions. At a deeper level too, there is a reason why democratically elected governments, keep the military out of the public domain as far as possible. To make the army a player in competitive politics with claims and counterclaims about military action (your surgical strike v/s my tit-for-tat operation) is to unwittingly make it an instrument of party politics, something that can have far-reaching consequences. Which the government should, in spite of potential short-term gains, be careful about using this action electorally.
This government has been elected on the back of a strong desire for development, but if one were to go by the competitive hyper-nationalism that occupies our attention every evening on TV, we would imagine that we are a people under permanent siege. A nation has many faces, and its military is an important part of its persona, but if it becomes the dominant aspect of the nation’s sense of self, then other priorities and freedom suffer. India is not defined by Pakistan, nor by terrorism, and regaining some perspective about this will be useful in dealing with the current situation more rationally. All that has happened so far is that a signal about Indian intent has been sent. Much more action will unfold in the due course of time. If we expend ourselves so completely so quickly, how will we react if real hostilities break out?

very good article. even the last statement is spot on. india has to be on high alert now as the neighbors are not the ones who would go for a frontal attach or rebuttal but are cowards to infiltrate damage with the help of internal enemies and militants

the author misses the point; even if the army overstated its case so what !!! that is what was required at this point in time and we need to stand by the army. having neglected the army for the past 30 years we cannot but expect them to deliver on demand !!! that they are doing so proves a point ,, they are one motivated lot unlike the self appeasing political class that is vilifying every aspect of public life and society at large with its corruption of ideas and actions !!!

semantics are being played out by the author under the garb of analysis.the effect is,confusion not knowing the problem.army acts in the national interests,be it in dealing with paki terrorists or naxals, both of whom have sworn indian state as their enemy.thus army action cannot be questioned either by the author, the opportunistic opposition and legion of paki supporter bloggers.

indian military has killed more indian people than all the enemies combined in all the wars. military must be questioned when human rights are violated. assam, manipur, mizoram, meghalaya, nagaland, tripura, j&k, punjab, indian military has killed hundreds of thousands of innocent people.

your concluding statement is brilliant and absolutely correct.......if we expend ourselves so completely so quickly, how will we react if real hostilities break out? ... this is the crux. a lot of foolish people are chest beating as if some war has been won. what india has done is to give a rap on the knuckles and has done so in style. no more than that. 70 years of living with a hate-filled neighbour isn't going away in a hurry. my fellow indians, all this talk is okay but always be watchful.

there is a simple equation to the whole story. all the opposition parties and their members are shit-scared that they will all be decimated to almost nil in future elections, due to these very surgical strikes, to which the present govt gave a nod. it is very clear that the army would never have been able to do so without the consent of the political rulers, taking into consideration the far reaching repercussions such an action would fetch. no one disbelieves in the capability of our armed forces who have time and again proven to be one of the best in the world. but, the fear in the minds of the politicians is that the ruling party will benefit the most due to the strikes, and hence, the idiots even question whether the strikes ever took place. it is utterly stupid for any one to even raise such questions when the dgmo him selves announced the strikes had taken place. that is why third rate politicians such as sanjay nirupam, as well as a cm of a state, a leader of the opposition party, and many such people started questions on the strikes. it is high time that these foolish politicians remember that this is not the time to do any thing which could demoralize our armed forces. elections will come and elections will go, parties will win and parties will loose, as per how they perform their duties towards their constituencies, people are no longer fools to be fooled by some gimmickry. the security of the country cannot be put to stake for any reason. let us all stand united and make our nation the leading most one.

the media is responsible for unnecessary hype in giving a higher value to what the opposition says to a group. we should find fault with media variety debates on the same. who bothers what salman khan or some other khan talks. other indian leaders are worried about muslims in india since they are evaluating their fortunes with the muslim vote support basis. left parties and some other parties claiming to be secular (their secularism is welfare of some one at the cost of poor people living in india hailing from all communities). is this not a pitiable situation. why rahul gandhy or any other congress party or other party leaders could not find time to console the family of a army soldier who was beheaded in 2013? why no help was extended to bereaved family? where as they find time to console a student who committed suicide because it was presumed that he belongs to a dalit family even after converting to some other faith. it is a shame on all the leaders questioning the army. our armed forces are very capable and brave but there was not political leaders' consent to carryout their retaliation and they are saying this the first time they got such nod to act in professional military operations. the iaf chief told that if they were given a nod by pm nehru they could have evacuated the pak from the part of kashmir encroached upon by it in 1947 last three months and now it is remaining in the hands of pak as pok and burning issue forever since the pak. declared that there cannot be peace unless kashmir is freed from india and allowed to remain independent so that they can encroach upon the remaining kashmir with the help terrorists. pm nehru extended all help to pak. in the water treaty also sacrificing the interests of the country and no treaty will be worse than this sacrificing the national interest. instead of giving a nod to army he referred it to uno which kept the matter peding resolution since then. pak. is asking for implementation of un resolution from indian side without complying what it has to comply with. pm lalbahdur shastri ceded the land evacuated by indian army in 1965 war between pak. and india due to international pressure and to appease them the tashkent agt. which was not liked by even his family resulting in his death in tashkent..

Muzaffarnagar Riot Victims and NHRC’s Majoritarian Approach – Harsh Mander

It is highly unfortunate that the NHRC report plays into the communal stereotype that dates back to Partition — of Muslim young men sexually harassing Hindu girls.

Rather than fighting for those displaced by the Muzaffarnagar riots, it appears to be parroting majoritarian, communal stereotyping
HARSH MANDER
The National Human Rights Commission (NHRC) is India’s highest statutory body constituted for the defence of the human rights of vulnerable people. Since it was created by a statute of Parliament in 1993, it has had a mixed and chequered record in the performance of duties that are critical in a country of such vast historical inequalities and embedded systems of oppression. Its finest hour was in the aftermath of the Gujarat communal riots in 2002, when it actively held the state government to account for relief, reparations and justice for the survivors. But for much of its tenure, the NHRC has often been criticized for inaction during human rights violations in contexts of communal, caste and gender violence and discrimination, extra-judicial killings, torture and forced disappearances.
However, a recent report by the NHRC, for the first time, opens it up to grave criticism not just of inaction, but of actively contributing to a majoritarian, communally-charged discourse. Its team visited the Muslim-majority township of Kairana in western Uttar Pradesh in which some Muslim survivors of the communal violence in 2013 had migrated after being uprooted because their homes and families had been attacked and they felt it was unsafe to return. The report, in effect, regards these Muslim migrants not as victims deserving the defence of the NHRC but as people responsible for contributing to raised levels of crime and the harassment of women which resulted in the “exodus” of law-abiding Hindu residents from Kairana.
The NHRC states that it acted on the basis of a complaint by Supreme Court advocate Monika Arora, but the charge of a Hindu “exodus” from Kairana because of the alleged criminal activities of riot-affected migrants was first raised by BJP MP Hukam Singh. His complaint was part of an old strategy of majoritarian communalists to paint the Hindu community as victims even when Hindu communalists perpetrate communal attacks. His communally explosive charges were disproved by investigations by The Indian Express, The Hindu and NDTV, which demonstrated that most of the 346 Hindus alleged to have left Kairana did so much earlier in search of better opportunities, or were dead or still living in the town.
There is much that is extraordinary about these NHRC findings. In a recent report Living Apart: Communal Violence and Forced Displacement in Muzaffarnagar and Shamli, Akram Chaudhary, Zafar Eqbal, Rajanya Bose and I documented the exodus forced by communal attacks of around 50,000 Muslims, of whom around 30,000 were living in poorly resourced and self-settled refugee colonies. We described the enormous suffering of these displaced persons, forced forever to leave the villages of their birth in a continuing climate of hate and fear, moving from camps to tiny tenements, with education, livelihoods and social relationships destroyed. This exodus, caused by communal violence, spurred no action in support of the displaced persons by the NHRC. The thousands of Muslims forced to leave their villages because of targeted communal attacks are not “victims” or “witnesses” for the NHRC. They are, instead, the problem.
The NHRC still felt it fit to reinvestigate the same communally motivated charges that had been publicly disproved. It concurs in its report that because of “the post-rehabilitation scenario resulting in resettlement of about 25-30,000 members of Muslim community in Kairana town from district Muzaffarnagar, UP, the demography of Kairana town has changed in favour of the Muslim community becoming the more dominating and majority community”. The report agrees with “witnesses” and “victims” that “the rehabilitation in 2013 has permanently changed the social situation in Kairana town and has led to further deterioration of law and order situation.”

The thousands of Muslims forced to leave their villages because of targeted communal attacks are not “victims” or “witnesses” for the NHRC. They are, instead, the problem. The “victims” are the Hindu residents of Kairana town where the riot-displaced persons took refuge. It is also noteworthy that since 2013, the NHRC has taken no significant initiatives to assist riot victims.

Further, the figure of 25-30,000 persons having come into Kairana town after 2013 is a gross exaggeration. Our survey, reported in Living Apart, had found around 200 riot-affected families in Kairana. After the NHRC report, Akram Akhtar and his colleagues undertook a fresh survey in case they had missed any resettled families and found another 70 stray Muslim families in the outskirts of the town. Even if we assume an average family size of seven, this would still amount to around 2,000 persons, a far distance from the irresponsible figure quoted by the NHRC.
The 2011 census showed that Kairana had a population of 89,000 persons, of who more than 80 per cent were Muslim. It is difficult to see then how an addition of 2,000 persons had so drastically altered the demography of Kairana “in favor of the Muslim community becoming the more dominating and majority community”, as stated by the NHRC, when it was already an overwhelmingly Muslim majority town. What is even more regrettable is that this small increase of Muslim people internally displaced by hate-violence is stated by the NHRC to have resulted in a deterioration of the law and order situation in Kairana town. Once again, this conclusion is not based on any crime figures or other data presented by the NHRC; instead, this is based on the statements of the Hindu “victims” that its team chose to speak with.
The NHRC report states: “At least 24 witnesses stated that the youths of the specific majority community (Muslims) in Kairana town pass lewd/taunting remarks against the females of the specific minority community in Kairana town. Due to this, females of the specific minority community (Hindus) in Kairana town avoid going outside frequently. However, they could not gather courage to report the matter to the police for the legal action.”

Our enquiries with the local police revealed that there were no complaints of so-called “eve-teasing” or lewd remarks by Muslim youth made to them over the last year. It is highly unfortunate that the NHRC report plays into the communal stereotype that dates back to Partition — of Muslim young men sexually harassing Hindu girls. This is even more irresponsible because it was precisely this charge against Muslim youths that sparked off the 2013 communal massacre that led to the killings, arson and forced exodus of Muslims from mixed villages in the region. For the NHRC to accept these conclusions, without any credible independent evidence, reflects its unacceptable complicity in communal rumour-mongering and stereotyping.
This is a precipitous fall for the NHRC, from the heights it attained under the leadership of Justice J.S. Verma — after the Gujarat 2002 communal riots, it chose the mantle of the principal defender of the rights of a survivors of the gruesome attacks. The NHRC was unflinching and uncompromising as it documented the many failings of the state and central government in ensuring the protection, relief, compensation, rehabilitation and access to legal justice for the survivors. It was the NHRC which itself moved the Supreme Court to oversee the investigation and trial of the major massacres.
From these heights, the NHRC slipped later to a record largely of wilful passivity during subsequent communal and caste massacres. But it has today allowed itself to echo communal majoritarian labelling of the victims. We have seen many public institutions enfeebled and compromised in recent years. The NHRC is too important a public institution, created as it was for the defence of the rights of the weak and oppressed, to be destroyed in this way.

The war for your mind: Propaganda techniques of empire - By James Petras -

The war for your mind: Propaganda techniques of empire

Washington's quest for perpetual world power is underwritten by systematic and perpetual propaganda wars. Every major and minor war has been preceded, accompanied and followed by unremitting government propaganda designed to secure public approval, exploit victims, slander critics, dehumanize targeted adversaries and justify its allies' collaboration.

In this paper we will discuss the most common recent techniques used to support ongoing imperial wars.

Role Reversal

A common technique, practiced by the imperial publicists, is to accuse the victims of the same crimes, which had been committed against them. The well documented, deliberate and sustained US-EU aerial bombardment of Syrian government soldiers, engaged in operations against ISIS-terrorist, resulted in the deaths and maiming of almost 200 Syrian troops and allowed ISIS-mercenaries to overrun their camp. In an attempt to deflect the Pentagon's role in providing air cover for the very terrorists it claims to oppose, the propaganda organs cranked out lurid, but unsubstantiated, stories of an aerial attack on a UN humanitarian aid convoy, first blamed on the Syrian government and then on the Russians. The evidence that the attack was most likely a ground-based rocket attack by ISIS terrorists did not deter the propaganda mills. This technique would turn US and European attention away from the documented criminal attack by the imperial bombers and present the victimized Syrian troops and pilots as international human rights criminals.

Hysterical Rants

Samantha Power: peddling the US government's 'big lie'
Faced with world opprobrium for its wanton violation of an international ceasefire agreement in Syria, the imperial public spokespeople frequently resort to irrational outbursts at international meetings in order to intimidate wavering allies into silence and shut down any chance for reasonable debate resolving concrete issues among adversaries.

The current 'US Ranter-in-Chief' in the United Nations, is Ambassador Samantha Power, who launched a vitriolic diatribe against the Russians in order to sabotage a proposed General Assembly debate on the US deliberate violation (its criminal attack on Syrian troops) of the recent Syrian ceasefire. Instead of a reasonable debate among serious diplomats, the rant served to derail the proceedings.

Identity Politics to Neutralize Anti-Imperialist Movements

Empire is commonly identified with the race, gender, religion and ethnicity of its practioners.Imperial propagandists have frequently resorted to disarming and weakening anti-imperialist movements by co-opting and corrupting black, ethnic minority and women leaders and spokespeople. The use of such 'symbolic' tokens is based on the assumption that these are 'representatives' reflecting the true interests of so-called 'marginalized minorities' and can therefore presume to 'speak for the oppressed peoples of the world'. The promotion of such compliant and respectable 'minority members' to the elite is then propagandized as a 'revolutionary', world liberating historical event - witness the 'election' of US President Barack Obama.

The rise of Obama to the presidency in 2008 illustrates how the imperial propagandists have used identity politics to undermine class and anti-imperialist struggles.

Under Obama's historical black presidency, the US pursued seven wars against 'people of color' in South Asia, the Middle East and North Africa. Over a million men and women of sub-Saharan black origin, whether Libyan citizens or contract workers for neighboring countries, were killed, dispossessed and driven into exile by US allies after the US-EU destroyed the Libyan state - in the name of humanitarian intervention. Hundreds of thousands of Arabs have been bombed in Yemen, Syria and Iraq under President Obama, the so-called 'historic black' president. Obama's 'predator drones' have killed hundreds of Afghan and Pakistani villagers. Such is the power of 'identity politics' that ignominious Obama was awarded the 'Nobel Peace Prize'.

© Eduardo Munoz / Reuters
People take part in a protest against police brutality and in support of Black Lives Matter in New York July 9, 2016.
Meanwhile, in the United States under Obama, racial inequalities between black and white workers (wages, unemployment, access to housing, health and educational services) have widened. Police violence against blacks intensified with total impunity for 'killer cops'. Over two million immigrant Latino workers have been expelled - breaking up hundreds of thousands of families - and accompanied by a marked increase of repression compared to earlier administrations. Millions of black and white workers' home mortgages were foreclosed while all of the corrupt banks were bailed out - at a greater rate than had occurred under white presidents.

This blatant, cynical manipulation of identity politics facilitated the continuation and deepening of imperial wars, class exploitation and racial exclusion. Symbolic representation undermined class struggles for genuine changes.

Past Suffering to Justify Contemporary Exploitation

Imperial propagandists repeatedly evoke the victims and abuses of the past in order to justify their own aggressive imperial interventions and support for the 'land grabs' and ethnic cleansing committed by their colonial allies - like Israel, among others. The victims and crimes of the past are presented as a perpetual presence to justify ongoing brutalities against contemporary subject people.

The case of US-Israeli colonization of Palestine clearly illustrates how rabid criminality, pillage, ethnic cleansing and self-enrichment can be justified and glorified through the language of past victimization. Propagandists in the US and Israel have created 'the cult of the Holocaust', worshiping a near century-old Nazi crime against Jews (as well as captive Slavs, Gypsies and other minorities) in Europe, to justify the bloody conquest and theft of Arab lands and sovereignty and engage in systematic military assaults against Lebanon and Syria. Millions of Muslim and Christian Palestinians have been driven into perpetual exile. Elite, wealthy, well-organized and influential zionist Jews, with primary fealty to Israel, have successfully sabotaged every contemporary struggle for peace in the Middle East and have created real barriers for social democracy in the US through their promotion of militarism and empire building. Those claiming to represent victims of the past have become among the most oppressive of contemporary elites. Using the language of 'defense', they promote aggressive forms of expansion and pillage. They claim their monopoly on historic 'suffering' has given them a 'special dispensation' from the rules of civilized conduct: their cult of the Holocaust allows them to inflict immense pain on others while silencing any criticism with the accusation of 'anti-Semitism' and relentlessly punishing critics. Their key role in imperial propaganda warfare is based on their claims of an exclusive franchise on suffering and immunity from the norms of justice.

Entertainment Spectacles on Military Platforms

Entertainment spectacles glorify militarism. Imperial propagandists link the public to unpopular wars promoted by otherwise discredited leaders. Sports events present soldiers dressed up as war heroes with deafening, emotional displays of 'flag worship' to celebrate the ongoing overseas wars of aggression. These mind-numbing extravaganzas with crude elements of religiosity demand choreographed expressions of national allegiance from the spectators as a cover for continued war crimes abroad and the destruction of citizens' economic rights at home.
© NBC
Much admired, multi-millionaire musicians and entertainers of all races and orientations, present war to the masses with a humanitarian facade. The entertainers smiling faces serve genocide just as powerfully as the President's benign and friendly face accompanies his embrace of militarism. The propagandist message for the spectator is that 'your favorite team or singer is there just for you... because our noble wars and valiant warriors have made you free and now they want you to be entertained.'

The old style of blatant bellicose appeals to the public is obsolete: the new propaganda conflates entertainment with militarism, allowing the ruling elite to secure tacit support for its wars without disturbing the spectators' experience.

Conclusion

Do the Imperial Techniques of Propaganda Work?

How effective are the modern imperial propaganda techniques? The results seem to be mixed. In recent months, elite black athletes have begun protesting white racism by challenging the requirement for choreographed displays of flag worship. . . opening public controversy into the larger issues of police brutality and sustained marginalization. Identity politics, which led to the election of Obama, may be giving way to issues of class struggle, racial justice, anti-militarism and the impact of continued imperial wars. Hysterical rants may still secure international attention, but repeated performances begin to lose their impact and subject the 'ranter' to ridicule.

The cult of victimology has become less a rationale for the multi-billion dollar US-tribute to Israel, than the overwhelming political and economic influence and thuggery of billionaire Zionist fundraisers who demand US politicians' support for the state of Israel.

Brandishing identify politics may have worked the first few times, but inevitably black, Latino, immigrant and all exploited workers, all underpaid and overworked women and mothers reject the empty symbolic gestures and demand substantive socio-economic changes - and here they find common links with the majority of exploited white workers.

In other words, the existing propaganda techniques are losing their edge - the corporate media news is seen as a sham. Who follows the actor-soldiers and flag-worshipers once the game has begun?

The propagandists of empire are desperate for a new line to grab public attention and obedience. Could the recent domestic terror bombings in New York and New Jersey provoke mass hysteria and more militarization? Could they serve as cover for more wars abroad . . .?

A recent survey, published in Military Times, reported that the vast majority of active US soldiers oppose more imperial wars. They are calling for defense at home and social justice. Soldiers and veterans have even formed groups to support the protesting black athletes who have refused to participate in flag worship while unarmed black men are being killed by police in the streets. Despite the multi-billion dollar electoral propaganda, over sixty percent of the electorate reject both major party candidates. The reality principle has finally started to undermine State propaganda!
